I have tested, and while an alarm is triggered in the Sleep app on my phone I can leave Bedtime Mode on my watch, and the alarm starts up. Sleep tracking with Wear OS device requires a companion app installed from the Play Store on the watch. Go to wellness app -> settings icon -> account -> tracking preferences. I sent in a manual bug report for your review and confirmation. I am able to start sleep tracking from my phone, and Sleep on my phone is able to track the watch. I signed up for the Beta, and have the Sleep app installed on my Pixel Watch.
